The Citadel is the true capital of Delaam, for here is where the government is located and run. However, the name can be misleading, as there are in three different Citadels beneath the ground.
The Citadel of the Third Circle
The Third Circle governs the affairs of the people of Tamez. That is, they create and maintain the infrastructure necessary for Tamez to survive. This Citadel is run by an elected congress from each of the districts of Tamez. Though all the Citadels are near impossible to enter if you are an outsider, the Third Circle the easiest out of all of them.
The Citadel of the Second Circle
The Second Circle deals with military affairs. This Citadel is further split up into a smaller section concerning the defense of Tamez, while the other concerns the entirety of Demaal's military force. Since the rebellion against the Alliance, precedence has naturally been given to war effort.
The Lord of Spears, the highest commanding post in the Delaami Army, is held by First Speaker Jalen d'Avrin en Mosai.

The most unaccessable of all the Citadels, the First Circle is the seat of government for the entire nation of Delaam. The government itself consists of a Council of Speakers. It should be noted, however, that though Earthspeakers are on the Council, it is not a requirement to posess that talent in order to be a Speaker. The Council elects a First Speaker, who serves a life term. After the First, the Second, Third, and Nth Speakers are selected according to how many years they have spent as a Speaker.
The current First Speaker, Jalen d'Avrin en Mosai, is a peculiarity in the history of Speakers, mainly because of his relative inexperiance as a Speaker. Normally, the First Speaker is the eldest of the Speakers after the First either dies or resigns, but Jalen had only been on the Council for only a few years before being elected.
Also, he also is the Lord of Spears for Delaam's army, a position not held by a First Speaker since Dimoko d'Reene was overthrown two centuries ago.
